Building in Port Deposit.

Port Deposit is a narrow riverfront town on the east bank of the Susquehanna River near the Chesapeake Bay. Its older buildings, many of them local granite, line the strip between the bluffs and the river, and the whole town has been a National Register historic district since 1978. Up on the bluffs stand the granite buildings of the Tome School for Boys Historic District. The 2020 Census counted 614 residents.

Our office in Dover is about 63 miles from Port Deposit, around 83 minutes of driving. Here the Town’s review covers zoning, flood and historic questions before the county sees the plans, so we prepare the drawings with all three in mind and carry the application through each step. Final payment waits for the final inspection.

Permits and rules in Port Deposit.

File the Application for Construction Zoning Certificate with the Town of Port Deposit at Town Hall, Planning & Zoning, 64 South Main Street (410-378-2121). Include a site or plot plan showing setbacks, the driveway and the water and sewer meter, complete construction plans, a notarized owner authorization if needed, and the $35 fee; the Town takes no online payments. Staff review zoning, floodplain and Critical Area compliance and may send the project to the Planning Commission, the Historic Area Commission or the Board of Appeals.

Once the Town issues the zoning certificate, the building permit, where one is needed, comes from the Permits & Inspections Division of the Cecil County Department of Land Use & Development Services (410-996-5235), which also issues any certificate of occupancy. Under the zoning ordinance in effect since April 23, 2024, accessory buildings stay out of required front and side-street yards and sit at least 5 feet from rear lot lines. In Critical Area Buffer Management Areas, new accessory structures are capped at 500 square feet within 50 feet of the water and 1,000 square feet in the Buffer.

What people build around Port Deposit.

In a town this narrow, a compact detached garage or a storage building designed to suit the historic streetscape is the realistic project near the river, where flood rules also cap size. Larger post-frame buildings, from a workshop to a pole barn, fit better on parcels above the floodplain, and a pavilion can give a riverside lot covered space without walls.

Port Deposit questions.

Have a question about your property? Call 302-399-4420 and we’ll look it up.

Do I need a Certificate of Appropriateness for a garage in Port Deposit?

If any of its exterior is visible from a public way, yes. The entire town is a designated historic district, so the Historic Area Commission reviews that work. It meets the third Wednesday of each month at 7 p.m. and has 45 days to act.

How do flood zones affect a building on Main Street?

Most of North and South Main Street is in the FEMA AE floodplain, where base flood elevations are set, so an elevation certificate may be required for new construction. In an A zone, the Town limits an accessory building to 300 square feet unless it is raised or floodproofed.
