Building in Elkton.

Elkton grew up at the head of navigation on the Elk River, which is why it was first called Head of Elk. It is the Cecil County seat, with 15,807 residents in 2020, and in the 1920s and 30s it was known as the elopement capital of the East Coast. Holly Hall, built by James Sewall in the 1810s, the Elkton Armory and Elk Landing are on the National Register.

We come from Dover, about 44 miles and 59 minutes away. Our designers draw the building and we price it in a quote that is easy to read. Because Elkton ties an accessory building’s size to the house on residential lots, we measure both before drawing, then file with the Town and build. A project manager keeps you posted throughout.

Permits and rules in Elkton.

Cecil County sends Elkton properties to the Town for the entire process. The Town of Elkton Building & Zoning Department, 100 Railroad Avenue (410-398-4999), issues both the zoning certificate and the building permit for a garage, shed or pole building, reviews the plans and does the inspections. For an outbuilding, you submit the application, a site plan or survey showing distances to property lines, and two sets of construction plans. Fees are paid when the permit is issued, and a Cecil County-licensed electrician pulls the electrical permit.

Any accessory structure over 400 square feet, sheds included, has to sit on a permanent foundation, and none may go in a recorded Forest Conservation Area. Accessory buildings stay out of required front and side-street yards and keep at least 5 feet from the rear lot line, with 2 more feet of rear setback for each foot of height over 12 feet. In residential zones, one can’t exceed the house’s lot coverage or square footage. Elkton enforces the 2021 IBC and IRC.

What people build around Elkton.

On an in-town lot, a detached garage or a workshop sized to the house is the practical choice, and a storage building can free up the garage you already have. Elkton’s zoning includes a Critical Area overlay along the Elk River waterfront, and parts of town fall in a FEMA flood zone, so we check both. County parcels outside the town line follow Cecil County permits, where a pole barn or horse barn has more room.

Have a question about your property? Call 302-399-4420 and we’ll look it up.

Does Cecil County or the Town handle permits in Elkton?

The Town. Cecil County sends Elkton properties to the Town of Elkton Building & Zoning Department for the whole process: zoning certificate, building permit, plan review and inspections. The electrical permit is pulled separately by a Cecil County-licensed electrician.

Does the historic district affect a new garage in Elkton?

It can. In Elkton’s Historic Overlay Zone, new construction visible from a public way, out-buildings included, needs a Historic District Work Permit from the Historic District Commission. We confirm your lot’s status in the overlay before the drawings are final.

Do you build in Elkton?
