Building in Charlestown.

Founded in 1742 by act of the Maryland Assembly on the North East River, Charlestown is the oldest town in Cecil County, and it served as the county seat from 1782 to 1787. Its historic district is bounded by Tasker Lane, Ogle Street, Louisa Lane and the North East River, with landmarks like the Indian Queen Tavern and Black’s Store. The town had 1,496 residents in 2020.

Charlestown is about 53 miles from our Dover office, around 74 minutes away. Its permit takes a few trips between offices, and that is the part we handle: the Town application, the county permit and the return trip for final approval. You make the design decisions, our crew does the building, and a project manager keeps you posted.

Permits and rules in Charlestown.

A garage, shed or other accessory building needs a MAJOR Zoning/Building Permit from the Town of Charlestown, applied for through the Town’s online permit portal; questions go to Town Hall, Planning & Zoning and Building Permits, 241 Market Street (410-287-6173 x6). The fee is $50, or $250 if work has already started. Include a scaled site plan with setbacks, impervious-surface totals, trees to be removed, the 100-foot Critical Area buffer line and floodplain elevations where they apply, plus building drawings.

The Planning & Zoning Commission reviews major permits monthly, on the first Thursday after the first Tuesday, with submissions due the Friday before. After preliminary approval, when water and sewer fees are paid, you take the project to Cecil County for its approval and building permit, then return the whole packet to the Town for final approval. In the Historic District, the Historic District Commission may require a certificate of appropriateness for exterior work, whether or not a building permit is needed.

What people build around Charlestown.

Charlestown’s zoning table gives accessory buildings clear room: in R-1, a 10-foot minimum rear and side yard and 30 percent maximum lot coverage; in R-2 and R-3, 5 feet and 50 percent, with a height limit of 2 1/2 stories or 35 feet. That fits a two-car garage with a loft or a backyard workshop. Along the North East River, the 100-foot Critical Area buffer and flood elevations narrow the options, and parts of town fall in both.

The Town’s MAJOR Zoning/Building Permit is $50, rising to $250 if work has already started. Water and sewer fees are due at preliminary approval when they apply, and Cecil County charges its own building permit fees as well.

In Cool Springs at Charlestown and Trinity Woods Preserve, yes. The Town wants the homeowners association’s approval letter before it approves a permit, so we get that letter first and build the HOA’s requirements into the drawings.
