Building in Rising Sun.

Rising Sun takes its name from a stone tavern built around 1720 as a stagecoach stop on the Baltimore-Philadelphia route, whose sign read “The Rising Sun.” The town was incorporated in 1860 and had 2,740 residents in 2020. US 1 and MD 273, 274 and 276 serve it, and the Joshua Lowe House and the East Nottingham Friends Meetinghouse, both on the National Register, carry Rising Sun addresses.

Rising Sun is about 61 miles from our office, around 81 minutes by road. We set up the site visit at a time that works for you, draw the building, give you a clear quote, then file with the Town and build. Our post-frame work carries a 5-year workmanship warranty, and you make the final payment after the final inspection.

Permits and rules in Rising Sun.

Rising Sun does its own permitting, and Cecil County sends applicants here to the town for all of it. The Town of Rising Sun’s Building Inspection & Code Enforcement office and its Zoning Inspector, at 1 E Main St (410-658-5353), cover building, mechanical, electrical and plumbing permits, certificates of occupancy and zoning compliance, with applications filed online through the portal linked from the Town’s site. Under Sec. 12-1001 of the Zoning Code, nothing can be built, moved or added to without a zoning certificate from the Zoning Inspector.

That application needs a site plan in duplicate, drawn to scale, showing the lot dimensions, existing buildings and the new one, and the building’s location must be staked before inspection. Accessory buildings stay out of required front and side-street yards, sit at least 5 feet from rear lot lines, and add 2 feet of rear setback for every foot of height over 12 feet. On residential lots, the outbuilding can be no bigger than the house in lot coverage or square feet. We confirm with the Town who performs building inspections and which fees apply.

What people build around Rising Sun.

Town lots suit a detached garage or a workshop sized to the house. Beyond the limits, Cecil County is horse country: the 2022 Census of Agriculture counted 3,273 horses and ponies in the county and ranked it first in Maryland for equine sales. A horse barn with stalls and a tack room, or a run-in shed for a pasture, fits that land, under Cecil County permits.

Rising Sun questions.

Have a question about your property? Call 302-399-4420 and we’ll look it up.

Do I need a Cecil County permit in Rising Sun?

No, the Town handles it. Cecil County refers Rising Sun properties to the town for the whole process, from the zoning certificate through building, electrical and plumbing permits and the certificate of occupancy.

Is Rising Sun in the Critical Area?

Rising Sun isn’t one of the Cecil County towns with a local Critical Area program, and the state’s Critical Area maps don’t reach it. Parts of town are in a FEMA flood zone, though, so we check the flood map for your parcel.

Is Rising Sun too far for your crews?

No. It is about 61 miles, roughly 81 minutes, from our office at 575 N Dupont Hwy in Dover, and we serve Rising Sun along with the rest of Cecil County.
