Pole barns and barndominiums in North East, Maryland.
Building in North East.
North East is a small Cecil County town between Philadelphia and Baltimore. MD 272 runs through its center as Mauldin Avenue and Main Street, then continues south to Elk Neck State Park. It had 4,085 residents in 2020. St. Mary Anne’s Episcopal Church dates from 1742, and the Gilpin’s Falls Covered Bridge on MD 272 was listed on the National Register in 2008.
We are about 50 miles from North East, roughly 70 minutes from our Dover office. The two-step permit here is the kind of legwork we take off your hands: we prepare the plans in the number of sets each office wants, take the Town’s approval letter to the county and keep you posted while the crew builds.

Permits and rules in North East.
Start with the Town of North East Planning & Zoning at the Planning Office, 106 South Main Street (410-287-5801 x107). Its Construction/Zoning Authorization Application needs a site or plot plan, complete construction plans (the number the county requires plus one extra set for the Town), the current deed, the owner’s signature and a $35 fee, with no credit cards. The Town checks yard setbacks, height, floodplain and Critical Area status, then stamps the plans and issues an approval letter.
That letter and the stamped plans go to the Permits & Inspections Division of the Cecil County Department of Land Use & Development Services (410-996-5235) for the county building permit, and work can’t start until it is issued. If the project needs water or sewer allocation, that has to be secured before the Town endorses its approval. The Town’s form dates from 2019, so we confirm the fee.

What people build around North East.
In town, the zoning favors compact buildings: the R-1 district allows private garages for up to three cars, and small storage sheds fall under the Town’s utility-building rules. On larger parcels outside the town line, Cecil County permits govern, and a pole barn, equipment building or horse barn has more room. Parts of North East lie in the Critical Area and the floodplain, where the Town caps accessory buildings in A zones at 300 square feet unless they are raised or floodproofed.

What are the rules for a shed in North East?
The Town calls them utility buildings: sheds and other storage buildings, carports included, up to 200 square feet and 15 feet high. One is allowed per lot, or two on properties over 4 acres, at least 3 feet from every property line in the rear or side yard, and a permit is required.
Do I need both a Town and a county permit in North East?
Yes, in that order. The Town’s Construction/Zoning Authorization comes first, with an approval letter and stamped plans. Cecil County then issues the building permit. Rules for accessory buildings larger than a utility building are something we confirm with the Planning Office early.
