Building in Goldsboro.

Goldsboro was first called Old Town. It grew up with the D&C Railroad, finished in 1867, and in 1870 took the name of Dr. G.W. Goldsborough, who owned the land around it. Town Hall’s address, 505 Old Town Road, keeps the old name alive. MD 313, MD 311 and MD 287 serve the town, which had 211 residents in the 2020 Census and runs its own zoning and permits.

Goldsboro is about 21 miles and 29 minutes from our office in Dover, one of the shorter trips into Maryland for our crews. We draw the building, assemble the plot plans and building plans the town asks for, and manage the permit through to the occupancy permit at the end, with a project manager keeping you posted.

Permits and rules in Goldsboro.

One Town of Goldsboro application covers both zoning approval and the building permit, and New Accessory Building is a listed project type. The Planning Commission reviews it, and its zoning certificate is required before any structure is built, moved, added to or structurally altered. Plan on 4 sets of plot plans, 2 sets of building plans showing the foundation, sections and elevations, and the plumbing and electrical inspection applications. Town Hall is open Tuesdays, 8 a.m. to 4 p.m., at 410-482-8805.

First State Inspection Agency, 302-422-3859, does the footing, foundation, insulation, electrical and plumbing inspections, and the town issues the occupancy permit at the end. Grading follows the Caroline County Sediment and Erosion Control Ordinance. Goldsboro isn’t one of the Caroline towns with its own Critical Area program, and the Critical Area doesn’t reach into town on state maps, though FEMA does map a flood zone over part of it.

Our guide to pole barn permits on Maryland’s Eastern Shore

What people build around Goldsboro.

Goldsboro’s zoning lets a completely detached accessory building sit in the required side and rear yards, as long as it stays at least 5 feet from those property lines. That helps a post-frame garage or workshop fit behind the house on a modest lot. A barndominium or other new home also needs county water verification and an erosion certificate. Past the town line, on Caroline County’s poultry and grain farms, equipment sheds and horse barns fall under county rules.

What permit do I need for a pole barn in Goldsboro?

A Town of Goldsboro zoning certificate and building permit, applied for on one form and reviewed by the Planning Commission, which has to approve before any building goes up. We prepare the plot plans and building plans and file the plumbing and electrical inspection applications along with it.
