Building in Barclay.

Barclay’s Planning Commission meets at Marvin Memorial Church on the third Wednesday of each month, and anyone applying to build is asked to attend. It is a small town, 183 people at the 2020 Census, founded in 1873 as Merrikton and renamed Barclay in 1890. MD 313 and MD 302 serve it, and its zoning map has Town Center, Residential, Light Industrial and Agricultural districts.

Barclay is about 22 miles from our office in Dover, roughly a 31-minute drive, which makes the monthly meeting and site visits easy to fit in. We draw the building, write a quote that is easy to follow and help you get ready for the Commission, and you make the final payment only after the final inspection.

Permits and rules in Barclay.

Barclay runs its own process. Applications go to the Town of Barclay Clerk-Treasurer at 1602 Barclay Road (410-438-6058), and the Barclay Planning Commission hears them at its monthly 6:30 p.m. meeting. Before construction, three approvals are needed: the Town Zoning Administrator, the building inspector at First State Inspection Agency (FSIA) and the Planning Commission. The zoning ordinance requires a zoning certificate before any building permit is issued.

FSIA carries out the footer, foundation, framing, insulation and final inspections. On the Town’s fee schedule, a zoning certificate is $35, and non-residential buildings in use groups F, S and U, the usual classes for a pole barn, are $0.12 per square foot. The posted forms appear older than their 2024 label, so we confirm the fees and FSIA’s role before filing. Detached accessory buildings can sit in side and rear yards, but no closer than 5 feet to a side or rear property line.

What people build around Barclay.

Barclay has its own Agricultural zoning district, so farm buildings fit right in: machinery storage, an implement shed, a lean-to for hay or a horse barn. On a residential lot, a detached garage or workshop works as long as it keeps 5 feet from the side and rear lines, and a storage building for a camper or boat can go in a side or rear yard under the same rule.

Barclay questions.

Have a question about your property? Call 302-399-4420 and we’ll look it up.

Do I have to attend a meeting to build in Barclay?

The Town asks applicants to attend the Planning Commission meeting where their application is heard, on the third Wednesday of each month at 6:30 p.m. at Marvin Memorial Church. We help you prepare the drawings and site details for that meeting.

Is Barclay in a flood zone or the Critical Area?

Neither, on the official maps. The countywide Flood Insurance Study of 2014 lists Barclay among the towns with no special flood hazard areas, and none of the town falls in the mapped Critical Area. So a Barclay building generally skips flood openings and Critical Area lot-coverage limits, though we confirm it for your parcel.

How far is Barclay from your Dover office?

About 22 miles, or 31 minutes, from 575 N Dupont Hwy. That makes Barclay one of the shorter trips in Queen Anne’s County for us, and we serve the whole county.
