Building in Anne Arundel County.

Anne Arundel County lies on the western shore of the Chesapeake Bay, across the Bay Bridge from Kent Island. It had 588,261 residents in 2020, from the suburbs of Odenton, Severn and Crofton to waterfront communities like Pasadena, Edgewater, Shady Side and Deale, and semi-rural Davidsonville. Annapolis, the county seat and state capital, runs its own permits; outside city limits, the county handles them.

From our Dover office, Annapolis is about 67 miles and 96 minutes, and Deale and Shady Side are about 125 minutes. Anne Arundel County is part of our service area. We design the building, price it in a quote you can read, take the permit through the county’s Land Use Navigator and build, with a project manager keeping you posted.

Pole barn permits in Anne Arundel County.

The Permit Center of the Anne Arundel County Department of Inspections and Permits is in the Heritage Office Complex, 2664 Riva Road, Annapolis, MD 21401, (410) 222-7730, and since December 1, 2025, nearly all new applications go in online through the Land Use Navigator. A detached garage, carport, shed over the size limit, pool or gazebo goes on a Residential Accessory Structure permit; a garage within 3 feet of the house counts as attached. The submittal includes construction plans drawn to a recognized architectural scale, a Critical Area Worksheet, a site plan drawn to an engineer’s scale and a Standard Grading Plan application.

Sheds no more than 10 feet tall with 150 square feet of floor area or less need no building permit, except in the Critical Area, where every shed does. The permit fee is based on the estimated value of the work, and garage applicants sign a notarized affidavit that the garage won’t be an independent dwelling unit or used commercially. The site plan shows easements, property lines, rights-of-way and any grinder pump, well and septic, and the Health Department checks well separation: in a 2024 case, a pole barn short of the 30-foot distance from a well needed a variance.

The county code exempts qualifying farm buildings from the building permit: livestock shelters and barns, milking barns, poultry shelters, equipment and machinery storage, greenhouses, grain silos, riding arenas, stables and similar buildings. The farm needs a current soil conservation and water quality plan from the Anne Arundel Soil Conservation District, and the building can’t be open to the public, over 40 feet tall, within 60 feet of another building unless cleared in a fire-safety review, or house animals or equipment owned by others without a written agreement. Zoning (RA or RLD), parcel size and agricultural assessment also factor in, and the county’s guides word that test differently, so we confirm it first.

The county’s Critical Area program, first approved in 1988, covers land within 1,000 feet of mean high tide or the edge of tidal wetlands. In Limited Development and Resource Conservation Areas, impervious surfaces are limited to 15 to 31 percent of the site and a 100-foot buffer is required, and any tree removal needs a Vegetation Management Plan; the Critical Area team is at (410) 222-7960. In flood zones, enclosed areas need at least two vents sized at 1 square inch per square foot, the finished floor elevation must be certified by a Maryland registered design professional, and V zones require column or pile foundations.

Farming in Anne Arundel County.

454Farms36,003Acres in farms

Anne Arundel’s farms are small and growing in number. The 2022 Census of Agriculture counted 454 farms, up 16 percent from 2017, on 36,003 acres, an average of 79 acres. They sold $25.5 million in products, 78 percent from crops, with grains, oilseeds and dry beans at $11.7 million and nursery and greenhouse sales at $5.0 million. Soybeans covered 8,099 acres, hay and haylage 5,613 and corn 5,405, and the county counted 1,450 horses and ponies. On farms that size, a horse barn, a hay shed or a modest equipment building is the kind of post-frame building that fits.

Towns we build in across Anne Arundel County.

Anne Arundel County’s only incorporated city is Annapolis, and inside its limits the City of Annapolis Department of Planning and Zoning handles permitting, inspections, zoning, Critical Area compliance and Historic District approvals. Everywhere else we build in the county, from Odenton, Gambrills, Crofton, Millersville, Severn, Pasadena and Edgewater to Davidsonville, Shady Side, Deale and South County places like Lothian, Harwood, Churchton and Friendship, the county issues permits with no town layer. Planned areas can add requirements: projects in the Odenton Town Center follow its 2024 master plan, and parts of Crofton carry civic association or HOA covenants. An Annapolis mailing address does not always mean city limits.

Do I need a permit for a pole barn in Anne Arundel County?

For a garage, pole building or other accessory structure, yes: a Residential Accessory Structure permit from the Department of Inspections and Permits. A qualifying farm building can be exempt if the farm has a current farm plan and the building meets the county’s agricultural conditions.

Does a small shed need a permit?

Not if it is 10 feet tall or less with 150 square feet of floor area or less, unless it sits in the Critical Area, where every shed needs a permit. That threshold was set by Bill 14-21, enacted in March 2021.

Do I deal with the City or the county in Annapolis?

Inside Annapolis city limits, the City of Annapolis issues permits and reviews zoning, Critical Area and Historic District questions. Outside city limits, including many places with Annapolis mailing addresses, the county’s Department of Inspections and Permits does.

How deep do posts and footings go in Anne Arundel County?

The county’s published design criteria put the frost line at 30 inches, with a 25 psf ground snow load and a 115 mph wind speed. Those values came from its 2018-code amendments, and the county moved to the 2021 codes on May 25, 2026, so we confirm them with Inspections and Permits.

What does a barndominium need in Anne Arundel County?

As a new home, it has to be built by someone registered under the Maryland Home Builder Registration Act, and state rules keep the residential sprinkler requirement. In the Critical Area’s Resource Conservation Areas, the county allows one dwelling per 20 acres, and on well and septic the site plan has to show both systems.

How far is Anne Arundel County from your office?
