Building in Tilghman Island.

You reach Tilghman Island over the Knapps Narrows drawbridge on MD 33, the only highway onto this Chesapeake Bay island. It was settled as a village in the 1840s, and its economy shifted from farming to oystering and fishing. A fleet of historic skipjacks is based here, the National Register-listed Rebecca T. Ruark among them, and Black Walnut Point marks the southern tip.

Tilghman is one of the longer trips we make, about 69 miles and 113 minutes each way, so we plan site visits and crew days carefully. The building gets drawn first, then walked through the Critical Area and floodplain reviews with Talbot County, and our crew builds once the permit is in hand. As everywhere in Maryland, the post holes wait on a Miss Utility ticket, and the dig start date falls 3 to 12 business days after the ticket opens.

Permits and rules in Tilghman Island.

Tilghman Island is unincorporated, so the Talbot County Department of Permits and Inspections, 410-770-6840, issues the permit, and the county Department of Planning and Zoning, 410-770-8030, handles Critical Area and floodplain review. The county’s 2017 Tilghman Village Master Plan describes most of the island as a Limited Development Area. Expect a Buffer Management Plan or Forest Preservation Plan application for new lot coverage or tree removal, a 15% lot coverage cap or the grandfathered small-lot scale, and no new structures in the 100-foot Shoreline Development Buffer.

In a Special Flood Hazard Area, a county floodplain permit comes next. Accessory structures there are capped at 300 sq ft unless raised or floodproofed, a larger one left at grade needs a variance and a recorded nonconversion agreement, and new buildings need two elevation certificates. After those reviews, the building permit or zoning certificate issues, with a stakeout inspection before work starts and a final inspection at the end.

Our guide to pole barn permits on Maryland’s Eastern Shore

What people build around Tilghman Island.

On a working-water island, a post-frame building or small pole barn makes sense as storage for boats on trailers, oyster and fishing gear and tools, or as a garage for the truck. The master plan puts Knapps Narrows and Dogwood Harbor in Zone AE and both the Choptank and Bay shorelines in VE, where wave action means pilings or columns, breakaway walls and no fill. Much of the inland area and Tilghman Island Road sit outside the floodplain, where an outbuilding faces fewer limits.

Tilghman Island questions.

Have a question about your property? Call 302-399-4420 and we’ll look it up.

Can I build a garage near the water on Tilghman Island?

Not inside the 100-foot Shoreline Development Buffer, where Talbot County allows no new structures, sheds and garages included. Outside the Buffer, a new building still counts toward the 15% lot coverage cap, and it triggers Buffer planting equal to the coverage it adds.

What changes in a VE flood zone?

In VE and Coastal A zones, the county bars fill to raise a building and requires pilings or columns, with breakaway walls below. Accessory structures are capped at 300 sq ft, and the flood protection elevation is 2 feet above base flood or 7.0 feet NAVD, whichever is higher.

Will your crews travel to Tilghman Island?

Yes. It’s about 69 miles and 113 minutes from 575 N Dupont Hwy in Dover, across the Knapps Narrows drawbridge. We plan each visit and build day so the long drive works around your schedule.
