Pole barns and barndominiums in Leipsic, Delaware.
Building in Leipsic.
Leipsic is a river town of 178 people (2020) on scenic Delaware Route 9, near the Delaware Bay, where the Leipsic River runs along the southern edge of Bombay Hook National Wildlife Refuge. DE 42 reaches town too. Leipsic has no post office ZIP of its own: about 64% of its land falls in the Dover 19901 ZIP area and the rest in Smyrna’s 19977, so addresses can read either way.
What sets a Leipsic project apart happens before construction: a Permit Permission Letter from Town Council, the flood rules, and a plot plan that shows your well. The town is 11 minutes from our office, so we can see the site early and time your request to the Council calendar. Our designers draw the building and the plot plan together.

Permits and rules in Leipsic.
Leipsic enforces its own zoning, and Kent County issues the building permit after the town signs off. That sign-off is a Permit Permission Letter (PPL), needed for new builds and for repairs that require a Kent County permit. You send a written request to the Town of Leipsic Planning Commission (302-423-2208), which recommends to Town Council, and only Council, by unanimous vote, can approve a PPL. Except for emergencies, PPLs are issued only at Council meetings on the first Monday of January, March, May, July, September and November. A PPL is free and valid for one year.
Flood rules come next. Leipsic’s 2014 floodplain ordinance makes Town Council the floodplain administrator and requires the lowest floor of a home in a special flood hazard area to sit 18 inches above the base flood elevation. Only an accessory building with a footprint of 200 sq ft or less can skip elevation or floodproofing there, and only if it is used solely for parking or limited storage, built with flood-resistant materials below the base flood elevation, anchored, fitted with flood openings, and wired with its electrical and mechanical equipment at the base flood elevation plus 18 inches.

What people build around Leipsic.
Leipsic’s setting decides a lot. Inside the flood hazard area, a garage or pole barn over 200 sq ft must meet the elevation or floodproofing rules, so where a parcel allows it, building outside the mapped zone keeps things simpler. A boat or trailer shelter, a detached garage or a workshop suits a river town, and inside the zone we design the flood openings and anchoring to the town’s ordinance.
Leipsic questions.
Have a question about your property? Call 302-399-4420 and we’ll look it up.
What goes in a Leipsic PPL request?
For a new building such as a garage or shed, the request needs a plot plan showing the structure’s placement and type, the setbacks, the well location if there is one, and any special conditions that could affect neighboring properties. We draw that plot plan as part of the design.
How far is Leipsic from your office?
Leipsic is about 7 miles from our office at 575 N Dupont Hwy in Dover, an 11-minute drive. Most of the town’s land even falls in the same 19901 ZIP code as our office.
What if my land includes wetlands?
Delaware requires a DNREC permit for construction, filling, draining or excavation in regulated wetlands, and federal wetlands are regulated separately by the U.S. Army Corps of Engineers. If any part of your parcel might be wetland, DNREC’s Wetlands and Waterways Section (302-739-9943) is the office to ask, and we site the building with that answer in hand.
